The International Centre for Antimicrobial Resistance Solutions (ICARS) is dedicated to developing evidence-based solutions to mitigate antimicrobial resistance (AMR) in low- and middle-income countries (LMICs). Partnering with LMICs, ICARS supports the implementation of AMR National Action Plans through intervention and implementation research. The Monitoring, Evaluation, Accountability, and Learning (MEAL) team at ICARS is involved in project development, implementation, evaluation, and supports project management while extracting learnings across projects and facilitating internal managerial processes.

About the position

We are seeking a Senior Programme Manager and MEAL team coordinator to oversee daily operations, ensure efficient task distribution, and foster collaboration within the MEAL team. This role is crucial in aligning activities with ICARS' mission and facilitating communication across departments while leading strategic initiatives. Coordinating the MEAL team, you will play a key role in steering MEAL processes across a diverse range of projects, particularly in LMICs. Your expertise in research methodologies, data analysis, project monitoring, evaluation, and project management will be fundamental in driving our efforts toward innovative solutions for antimicrobial resistance. Collaborating with international partners, you will shape our project strategies to ensure impactful and sustainable initiatives.

Key Responsibilities:

Strategic Leadership:

  • Lead daily MEAL team operations, allocating tasks based on team members' strengths and workloads.
  • Ensure tasks are completed with high quality and within deadlines.
  • Act as the main contact for the MEAL team, handling inter-departmental communication.
  • Provide regular updates on operations and team well-being to the Director of Operations.
  • Assist in overseeing the MEAL team's budget.
  • Lead strategic processes, including action plan formulation and Board of Directors meeting facilitation.
  • Facilitate collaboration between the MEAL and Science Teams by participating in relevant meetings and advising on the implementation of IIR projects.
Daily Operations and portfolio Implementation:
  • Manage the MEAL setup for an expanding portfolio of projects in LMICs.
  • Lead data entry, collection, and analysis processes to inform decision-making and project adaptations.
  • Develop monitoring frameworks that align with MEAL best practices.
  • Contribute to design and implement a robust ICARS evaluation framework.
  • Develop and refine MEAL resources to enhance the team's capabilities and efficiency.
  • Tackle ad hoc tasks which offer opportunities for diverse experiences and professional growth.
As a MEAL advisor at ICARS, international travel to partner LMICs may be required. This travel is essential for fostering, developing, and maintaining contacts that enable MEAL. ICARS adheres to the travel advice of the Danish Ministry of Foreign Affairs and operates in various countries, some of which require specific safety and security measures. Candidates should consider their readiness to travel under these circumstances and their ability to adapt to different environments.

Your background and experience
  • A degree (master or PhD) in Social Sciences, Economics, International Development/Relations, or a related field.
  • At least 10 years of professional experience in research and monitoring and evaluation, including experience with donor-funded projects.
  • In depth knowledge of research methodologies and practices to foster a significant contribution to the design, implementation, and evaluation of ICARS-supported projects.
  • The ability to lead and support a diverse team.
  • Proven experience with project management, particularly in monitoring and evaluation of donor-funded projects.
  • Experience in and a deep understanding of the development of a theory of change, and results frameworks such as Logical Frameworks (logframes).
  • Proven ability to work autonomously and lead projects and initiatives while thriving in collaborative, multicultural team environments.
  • Successful engagement with various stakeholders, including teams from LMICs.
  • Skills in managing datasets and utilizing data analysis tools, such as SPSS or Excel.
Personal qualifications:
  • Excellent organizational skills with demonstrated ability to successfully manage competing priorities.
  • Evidence of ability to multi-task, meet tight deadlines and manage a fluctuating and at times heavy workload.
  • Fluency in English (English is our working language)

We are currently based at Statens Serum Institute (SSI) in Copenhagen, Denmark.

Terms of employment
Salary and appointment terms will be based on the collective agreement between the Danish Ministry of Taxation and relevant agreements. Depending on the candidate's academic qualifications and experience we expect the positions to be classified at the level of "Chefkonsulent".

This is a permanent position based in Copenhagen, Denmark.
