Under the direct supervision of the Project Manager, the Renewable Energy Consultant will provide technical advisory support on the implementation of renewable projects in Haiti. The consultant will provide technical advisory support in hybrid renewable energy systems, emissions reductions, and low-carbon development. The consultant will also have oversight on the program design and procurement.
Key Responsibilities:- Provide advisory support in conducting required assessments of energy demand, preparation of project concept notes, and other project documents.
- Provide technical advisory support in the preparation of preliminary and detailed designs, cost estimates, specifications, and tender documents.
- Technical/peer review of preliminary and detailed designs, cost estimates, specifications, and tender documents prepared by other entities.
- Provide technical advisory support to the project team/contractor to closely monitor construction activities in compliance with engineering accuracy and specified Quality, Health & Safety, Social, and Environment management systems.
- Testing and commissioning of mechanical and electrical installations of renewable energy equipment, support structures, and asset transfer procedures.
- Evaluate technical proposals in the procurement process.
- Prepare assessment/due diligence reports, concept notes, and project documents.
- Prepare schematic, preliminary, and/or detailed designs and associated reports and annexes.
- Provide written design review responses or comments until final closure of the design process.
- Write the Final Design Report, incorporating comments and closure process.
- Provide written and verbal responses to comments on the Final Report from DFID, ASI, UNOPS.
- Prepare construction assurance reports using Quality Management templates.
- Prepare testing and commissioning reports for completed activities or deliverables.
- A Master's Degree or equivalent in energy or engineering or a related field from a recognized university is required.
- Applicants with a Bachelor's Degree with additional 2-7 years of relevant working experience may also be considered in lieu of the Master's Degree.
- A Technical/Professional Certification with 11 years of significant experience associated with relevant academic credentials will also be considered.
- A minimum of five (5) years' experience in the energy sector in combination with procurement and design experience, preferably in one or more of the following areas: development and implementation of off-grid renewable energy projects.
- Prior expertise in similar renewable energy projects with hybrid system knowledge and drawing design expertise will be an asset.
- At least four (4) years of international experience with at least two (2) years in least developed countries, particularly Africa, is highly desirable.
- Previous assignments with the UN system will be an added advantage.
- Fluency in English is required.
- Working knowledge of French is an advantage.
This is a retainer contract, and the individual contractor agreement will specify a 'unit price' per day worked. Payment will be made only after completion of work.
