Child Protection Expert – DRC-UNHCR Roving Deployment Scheme

The DRC Standby Roster is seeking available and highly skilled Child Protection Experts with UNHCR experience and ideally French and/or Spanish language skills to join a Child Protection roving deployment scheme in partnership with UNHCR.
In 2024, DRC entered a strategic deployment partnership with UNHCR to support refugee operations through the deployment of Child Protection Experts. Experts are deployed on a roving basis to UNHCR operations, primarily in emergencies and complex situations. They are expected to spend approximately 75% of their time on deployments, typically lasting two to four months, including to hardship duty stations, and must be available to deploy on short notice.
Profile and qualifications
We are looking for high-calibre candidates with extensive humanitarian experience who meet the following requirements:
Education and experience
- Relevant educational background in a related field (e.g. International Law, Human Rights, International Development, International Relations, Anthropology, Social Work, Political or Social Sciences).
- Previous UNHCR work experience (desirable).
- 6 years of relevant experience with an undergraduate degree, or 5 years with a graduate degree.
- Proficiency in English is required; French and/or Spanish are strong assets (applications must be in English).
Essential
- At least 4 years of progressively applied experience in child protection prevention and response, including violence against children, particularly in refugee contexts.
- Knowledge of broader protection in forced displacement settings and demonstrated use of UNHCR and interagency child protection tools and guidance.
- Strong experience working with children and families, supervising case management for at-risk children, and building partnerships with government counterparts, UN agencies, NGOs, and civil society.
Desirable
- Knowledge of international legal and policy frameworks governing refugees, asylum seekers, and returnees.
- Demonstrated expertise in community engagement and facilitating meaningful child participation.
- Understanding of child protection data, including safe and ethical data management.
- Experience using proGres, CPIMS, or other protection case management information systems.
- Experience in interagency coordination within child protection architecture.
- Excellent written, verbal, and interpersonal communication skills in multicultural environments.
The Child Protection Expert is part of the Child Protection Unit in the Division of International Protection at UNHCR HQ and reports to the assigned manager. During deployments, the Expert is embedded within UNHCR operations and may supervise Child Protection staff.
Background
The Child Protection Unit (CP Unit) provides technical support to UNHCR Regional Bureaux and field operations through policy development, guidance, tools, learning, and technical assistance to UNHCR, partners, and states.
The Unit's strategic approach focuses on strengthening national child protection systems for refugee inclusion; enhancing prevention and response in emergencies and mixed movements; improving the quality and impact of child protection services, including Best Interests Procedures (BIP), prevention of separation, and responses to violence against children; and integrating child protection within community-based protection and across sectors.
Key tasks during deployment
Situation analysis, strategy, and advocacy
- Conduct and support assessments, monitoring, and reporting of child protection issues, ensuring meaningful child participation.
- Align child protection strategies with UNHCR policies and operational Protection and Solutions strategies and monitor implementation.
- In collaboration with UNICEF and partners, assess and promote refugee children's inclusion in national child protection systems.
- Oversee child protection data collection, analysis, and dissemination.
- Lead or support evidence-based advocacy with UNHCR management, authorities, and partners.
Programme planning and implementation
- Design, implement, and monitor UNHCR child protection programmes, including multi-sectoral interventions.
- Integrate child protection into strategic planning, M&E, reporting, communication, and fundraising.
- Advise senior management on allocation of human and financial resources for child protection priorities.
- Provide technical support on:
- a) Best Interests Procedures, SOPs, and child protection information management systems in line with UNHCR and interagency standards.
- b) Programming for unaccompanied and separated children and prevention and response to violence against children.
- c) Integration of child protection within community-based approaches.
- d) Child-friendly UNHCR procedures, including registration, RSD, solutions, and accountability mechanisms.
- e) Mainstreaming child protection across sectors.
Partnership and coordination
- Establish and strengthen partnerships with refugee-led, local, national, and international organizations.
- Strengthen inter-agency refugee child protection coordination under the Refugee Coordination Model in collaboration with government counterparts.
Innovation, knowledge management, and capacity building
- Assess learning needs and develop child protection capacity development plans for UNHCR staff, partners, and government counterparts.
- Support interagency capacity building and integration of child protection into broader UNHCR learning initiatives.
- Promote innovation, document lessons learned, and disseminate good practices.
Perform other related duties as required.

Screening and selection
Applications will be reviewed on an ongoing basis. Long-listed candidates approved by UNHCR will complete an online written test and provide two references. Successful candidates may be invited for an interview via Teams. Final selection is conducted jointly by DRC and UNHCR.
