Responsible for the operational safety and efficiency of marine systems on board the drilling unit. Provide supervision and monitoring for MODU stability and ballasting systems during rig moving and stationary drilling operations and maintain the MODU within Noble programs, policies and procedures. Functions as Deck Officer on location and supervises all cargo transfers, ballasting adjustments, and loading compensation. Responsible for operation, maintenance and repair of all MODU marine and safety related systems. Implements and upholds safety and environmental compliance requirements.

QUALIFICATIONS

High School Diploma or equivalent. 2+ years of experience in operation and management of offshore marine systems, including jacking systems, anchoring, mooring, ship handling, basic seamanship, damage control equipment and procedures, and environmental safety. USCG MODU Barge Supervisor License or equivalent. Complete all training requirements for the position within designated time period. Experience in department management, scheduling, inventory control and budgeting. Offshore technical background including stability, fluid dynamics and loading. Experience in cargo operations and effects on vessel ballast and loading. Experience in managing personnel. Experience in rig towing and movement operations. Knowledge of ocean weather and sea state conditions affecting rig operations. Knowledge of all regulations and laws as related to offshore drilling operations in the area of operations. Excellent leadership, communication and management skills. Proficient computer skills in office software and company proprietary software. Experience in marine environmental and hazardous material regulations and procedures. Ability to handle multiple tasks on a daily basis and to follow-up on all tasking to completion.

ESSENTIAL FUNCTIONS

OPERATIONS

Plan, organize, coordinate and control marine and barge maintenance operations. Ensure rig in compliance with all state, federal, and international laws and regulations. Supervise and monitor rig stability and ballasting systems during rig movement and placement operations. Prepare and/or secure the unit for towing operations and performs all Variable Deck Load (VDL), ballasting/preloading operations when required at location. Calculate and document all stability and load calculations before, during, and after rig moving operations. Assist in the rig’s jacking system maintenance and operation. Must ensure all equipment is operated as required my manufacturer and Noble Standards. Provide technical support and assist the operations as necessary during casing jobs, cementing, transferring of bulk materials, etc., to ensure these operations are carried out in a continuous uninterrupted manner. Monitor daily weather information at the rig site for wind direction, wind speed, visibility, and sea state. Maintain all rig damage control equipment at proper inventory levels and in working order. Supervise all cargo transfers, rig ballast/preloading adjustments and VDL loading compensation. Supervise the Crane Operator and Roustabouts, painters and miscellaneous maintenance crew. Ensure deck crew is maintaining the rig in proper state of repair and preservation, keeping the deck clean, orderly, and having equipment prepared for drilling. Coordinate with the Driller to organize and plan all deck operations to ensure drilling operations are not delayed by material and equipment requirements. Coordinate stowage of drilling equipment in proper locations consistent with ongoing drilling operations to ensure personnel safety and prevent equipment damage. Supervise the deck crew during cargo operations to ensure personnel and equipment safety. Supervise all connections when transferring bulk fluids from or to supply boats. Supervise safe tank entry procedures ensuring 100% compliance. As HLO (Helicopter Landing Officer), supervise crew change by boat or by helicopter. Must coordinate all activity on the helideck. Ensure complete compliance with the Engineering Requirements established in Section VIII of the Environmental Compliance Plan (“ECP”) (as applicable to his/her MODU), if applicable. Measure, monitor and manage shipboard machinery space generated wastes and the conditions of any equipment having oil to sea interfaces on a daily basis. Timely resolve (through repairs and/or applicable EMS procedure) engine room, machinery space, drill floor, or pump room related environmental concerns, such as inoperative or ineffective pollution prevention equipment, waste handling or monitoring equipment, leakages (except those necessary for packing cooling) stemming from pump seals, packing glands or line breaks, or due to any other causes contributing to the accumulations of bilge fluids, oily mixtures and sludge type wastes. Ensure that all Engine Room, Machinery Space and Drill Floor wastes that are subject to special handling requirements are properly managed. Ensure that the Chief Engineer’s and Chief Mate’s handover notes shall include an environmental component and description of the current status of operation, maintenance, and repair, for the Incinerator, Oily Water Separator, Oil Content Meter, Oil Discharge Monitor, and other pollution prevention procedures or equipment for which they are responsible, the status of spare parts for the aforementioned equipment, and an estimation of the day-to- day bilge loads and accumulations. If a company-specified format for handover notes is used, this shall require descriptive entries as stated above, not solely answers marked as “Yes” or “No”. Ensure that all Ballast Logs, Deck Logs and Engine Room records, soundings and tank measurements are accurate and recorded truthfully. Report to the HSE all instances of excessive waste stream development.

MAINTENANCE & REPAIR

Supervise and assist in the maintenance, function testing and/or repairs of all aspects of the units ballasting/preloading and/or related rig systems and controls to ensure that the unit is maintained in an operable state at all times. Ensure the availability, proper functioning, general maintenance and/or the recommended quantity of the unit’s safety systems and equipment at all times. Supervise maintenance on all tanks, e.g. water, cement, ballast and mud. Supervise and assist in all preventative maintenance on damage control equipment. Supervise all preservation and repair work to the vessel hull and marine systems. Ensure that all shipboard engine room personnel have appropriate training on environmental policies and procedures , including but not limited to training on the operation and use of pollution prevention equipment, waste-water storage tanks, bilge pumps, bilge and ballast pumps, incinerator, ballast tanks, Oil Water Separator and the making of entries in the Oil Record Books, Garbage Record Book, Ballast Logs, or any other records and logs required by this ECP or other maritime environmental protection requirements.

MANAGEMENT

Attend daily staff meetings with all department heads to plan daily operations, take requests, and get equipment and crew organized. Complete daily report on weather, balance of stock/inventory on board and tank loads. Calculate, evaluate, and record and/or report daily or as often as necessary the changing VDL load conditions to ensure that the unit’s design criteria is maintained within the load limits in either the operating, survival or floating condition. Complete the proper documentation to dispose of waste materials, and monitor hazardous material and waste stowage on the rig. Complete various administrative functions to include sickness, incident and accident reports, “unfit for duty” or damage claim reports when required. Keep abreast on rules and regulations of the country of operation. Ensure compliance with company policies that fall within job scope. Organize competence training for personnel under supervision. Complete annual appraisals of personnel under supervision. Review and discuss daily operations with the Rig Manager, prepare 72 hour planning. Participate in the proposals for rig and company objectives. Actively promote the Ideas’ program to improve operations. Participate in operations meetings to discuss in house problems. Plan annual budget with department heads and Rig Manager. Maintain all relevant support contracts on board, ensure services are rendered in accordance with clauses set in the contract. Submit for Management of Change (MOC) approval any changes to the rig structures, layout, or equipment additions. Provide leadership and direction for less experienced rig personnel. Carry out the Noble Leadership Model by Developing Yourself, Leading Your Team, Driving the Business, and Delivering Results. Other duties as assigned.

HEALTH, SAFETY & ENVIRONMENTAL

Implement and uphold Noble's safety policies and procedures. Ensure that all personnel are familiar with all company safety policies and procedures as established in Noble's Management System. Ensure that every crew member has received appropriate training pursuant to Noble's Management System necessary to ensure compliance with environmental prevention requirements and that proper records of all training on environmental matters are maintained. Ensure that all operations proceed in a safe manner. Correct and notify responsible parties of any unsafe acts and/or conditions which exist. Ensure compliance with regulatory requirements for environmental protection. Encourage and motivate personnel to observe safety and environmental policies and all intended and implied requirements of Noble's Management System. Maintain safety and security of the ship's crew and passengers and the operational condition of the life saving, fire-fighting, and other safety systems. Lead the ship's firefighting and damage control response from the deck level. Train and instruct members of the ships firefighting party. Responsible for familiarizing and adhering to Noble's Live Safe Code for the purpose of promoting a zero-incident and no-harm workplace. Responsible for familiarizing and utilizing Noble's Hazard Identification Tool to manage risk created by various energy sources found in the workplace. Attend and actively participate in daily pre-tour and weekly safety meetings. Ensure compliance with the requirements established in Noble's Management System. Initiate a safety stand down whenever an unplanned hazard or change in the expected results is observed. Perform all Safety Critical Tasks as detailed in the HSE Case. Incorporate the STOP the job planning process into all tasks, whether working alone or as part of a team. Take the initiative to perform emergency duties without specific orders or instruction. Develop and implement Job Safety Analysis and prepare hazard assessments as required. Assist in the audit process to ensure complete compliance with the various requirements, policies and procedures addressed in Noble's Management System, and in Section VIII of the ECP if applicable. Responsible for compliance with all government regulations.
