The United Nations Office of Project Services (UNOPS) is the operational resource of the United Nations for procurement and contract management, as well as for civil works and physical infrastructure development. It focuses its action on the areas of its mandate established by the General Assembly and its Executive Council, while collaborating with other United Nations agencies, funds and programs on joint projects.

UNOPS supports local and national governments to maximize the efficiency of public investment, promote transparency, fight corruption and adapt to each country the best practices available worldwide to strengthen national capacities in the areas of procurement, public infrastructure and resource management. projects.

In Latin America and the Caribbean, UNOPS adapts its approach to the local context, providing a wide range of strategic solutions to enhance member countries' efforts to achieve the 2030 Agenda priorities.

In Brazil, UNOPS has been supporting partners in projects that include training in project management, including third sector organizations and vulnerable populations. This training has the main objective of improving the proposals presented by these organizations, in order to become more competitive in receiving funding for their social projects, as well as guiding the project management throughout its implementation.

2. Purpose and Scope of Assignment 

The purpose of this term of reference is to hire professional specialists in the areas of income generation, local development, mental health and animal protection for the formalization, structuring and strengthening and management of local organizations, to act in training and institutional strengthening actions aimed at partners and/or beneficiaries within the scope of the projects developed by UNOPS.

When applicable, the professional will act in accordance with ILO Convention 169 and National Council of Public Prosecutors (CNMP) Resolution 230/2021 in the implementation of their activities with traditional communities and indigenous peoples in the preparation of the teaching program; methodology; conducting training for multipliers and the final public; and mapping of financiers and lines of credit offered to such groups.

2. Objetivo da contratação

O objetivo deste termo de referência é a contratação de profissionais especialistas nas áreas de geração de renda, desenvolvimento local, saúde mental e proteção animal para formalização, estruturação e fortalecimento e gestão de organizações locais, para atuação em ações de capacitação e fortalecimento institucional destinadas a parceiros e/ou beneficiários no âmbito dos projetos desenvolvidos pelo UNOPS.

Quando aplicável, o/a profissional atuará em conformidade com a Convenção 169 da OIT e Resolução 230/2021 do CNMP na implementação de suas atividades junto às comunidades tradicionais e povos originários na elaboração do programa de ensino; metodologia; condução da capacitação para multiplicadores e público final; e mapeamento de financiadores e linhas de crédito oferecidos para tais grupos.

The contractor will provide technical expertise and work under the direct supervision of the Project Manager and will be responsible for the following activities:
Carry out surveys, diagnostics and studies necessary to understand the context; Mapping civil society organizations;

Develop a work plan for the action and schedule of activities;

Develop teaching methodologies and materials for carrying out training and capacity building (for multipliers and for the target audience);

Analyze the contexts in which the courses are held and prepare a level assessment of the participants;

Teach courses addressing processes, techniques and tools for project development and management, with inclusive language aimed at the public;

Include content and activities that are practical and suitable for the demands of the target audience;

Conduct training in person and/or by video of meetings;

Report to the Project Manager the activities carried out.

This contract follows the Service Hiring modality linked to Work Plans previously defined and established by the Project Manager. In this type of contract, an estimated number of working days is established for the performance of the planned activities.

The project manager will accompany the Contractor in carrying out pre-agreed deliveries and payments will occur in line with the days worked to perform them from the presentation of reports of activities performed and/or expected product. If necessary, a review of products and reports may be requested for approval by the Project Manager. The contractor must keep his/her individual production documented for the development of the requested products.

The contractor may eventually work together with other consultants and in the development of products, as required by UNOPS.

O/A contratado/a deverá fornecer conhecimentos técnicos e trabalhar sob a supervisão direta da Gerente de Projetos e será responsável pelas seguintes atividades: 

Realizar levantamentos, diagnóstico e estudos necessários para entender o contexto;

Realizar mapeamento de organizações da sociedade civil; 

Elaborar plano de trabalho da ação e cronograma de atividades;

Desenvolver metodologias de ensino e materiais para realização de treinamentos e capacitações (para multiplicadores e para o público-alvo);

Analisar os contextos de realização dos cursos e preparar avaliação de nivelamento dos participantes; 

Ministrar os cursos abordando processos, técnicas e ferramentas de elaboração e gerenciamento de projeto, com linguagem inclusiva e direcionada ao público; 

Incluir conteúdos e atividades de uso prático e adequado às demandas do público-alvo; 

Realizar os treinamentos de modo presencial e/ou por vídeo de reuniões; 

Reportar à Gerente de Projetos as atividades realizadas

Este contrato segue a modalidade de Contratação de Serviços vinculados a Planos de Trabalho previamente definidos e estabelecidos pela Gerente de Projeto. Nesse tipo de contrato, é estabelecido um número estimado de dias de trabalho para desempenho das atividades previstas.

O gerente do projeto acompanhará o(a) Contratado(a) na realização de entregas pré-acordadas e os pagamentos ocorrerão em alinhamento com os dias trabalhados para desempenhá-las a partir da apresentação de relatórios de atividades desempenhadas e/ou produto previsto. Em caso de necessidade, poderá ser solicitada revisão dos produtos e relatórios para aprovação pelo Gerente de Projeto. O/A contratado/a deve manter documentada sua produção individual para o desenvolvimento dos produtos solicitados. 

O/A contratado/a poderá eventualmente atuar em conjunto com outros/as consultores/as e no desenvolvimento dos produtos, conforme demandado pelo UNOPS.

Candidates who do not have a postgraduate degree but do have a bachelor's degree in any field of knowledge will be accepted with an additional two years' proven experience in teaching classes, courses or workshops.

Será um diferencial possuir experiência prévia em ações de fortalecimento e formalização de Organizações do Terceiro Setor.
