The World Health Organization (WHO) is seeking a skilled Healthcare Systems Specialist to join its team. This role will focus on implementing integrated care models in Member States of the WHO European Region.

Job Description

This position involves providing technical support and guidance to countries in designing and implementing health services reforms, with a strong emphasis on quality criteria in health management education programs. The successful candidate will have expertise in integrated care and health service management, as well as experience working with international best practices and country-specific contexts.

  1. Provide technical and operational guidance on measures to improve health service management models at the country level, incorporating international best practices and countries' experiences.
  2. Assist with literature reviews, data analysis, benchmarking of frameworks, and quality criteria of health service management training programs, as well as models for healthcare workers' continuous professional development (CPD).
  3. Offer technical assistance and support by preparing agenda background documents and terms of reference, overseeing multidisciplinary country missions, and reviewing policies, strategies, and frameworks related to health service management.
  4. Contribute specialist technical input to the design and preparation of policy dialogues and implementation support packages using a network of national teams and international experts.
  5. Manage the evidence base in health service management through synthesizing knowledge, developing country analysis, and providing evidence to support decision-making.
  6. Promote expert networks on health service management, contributing towards building capacity and quality in health management and human resources in health, particularly focusing on Romania RRP reform.
  7. Collaborate with national stakeholders, networks, and professional and academic organizations to advance the health service management agenda, facilitating the exchange of best practices and international comparisons.
  8. Provide technical and operational support for high-level strategic work on health service operational management and reforms, drawing on lessons learned from the COVID-19 pandemic.
  9. Synchronize activities and develop reports to update multidisciplinary team members or project managers on related activities' progress and communicate risk concerns.
Required Qualifications

Essential:

  • A university degree in health science, such as medicine, public health, health systems/service administration, public management, or relevant field.

Desirable:

  • An additional university degree (Master's level) in one of the above fields.
Experience

Essential:

  • At least 5 years of relevant national and international experience in technical areas related to the provision and organization of health services, with a focus on integrated care and health service management.

Desirable:

  • Experience in supporting countries in designing and/or implementing health services reforms. Relevant experience within WHO, the United Nations, or other international organizations.
Salary

The annual base salary for this position starts at USD 64,121, with a variable post adjustment of USD 3815 per month for the duty station indicated. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
