Job Description:**Overview:**
The Contracts Manager will be responsible for planning, developing, and implementing procurement strategies for vaccines and pharmaceuticals. This includes contract programming, worldwide market research, and long-range procurement planning to achieve cost-effective means of procurement.
**Responsibilities:**
- Ensure all procurement activities are in compliance with UNICEF's Financial Rules and Regulations, Supply Procedures, and other applicable procurement procedures.
- Conduct contracts management to ensure supplier compliance to LTAs and purchase order terms and conditions.
- Develop procurement strategies for portfolio vaccines. Issue international tender invitations to acceptable suppliers, evaluate quotations, clarify offers, and negotiate with suppliers as appropriate.
- Make recommendations for finalization of purchases, adjudicate offers in consultation with WHO, and internally Technical and QA centres. Prepare and defend submissions to CRC.
- Work closely with countries, programs, and partners on project design, work plan, and procurement coordination, issues of long-term forecasting of quantities and planning of funding.
- Ensure adequate and coordinated planning of procurement and demand of commodities, including during introduction phases, peaks, and campaign seasons as applicable.
- Perform market intelligence gathering and conduct written analysis to establish perspectives of future market conditions, potential funding, and forecasting needs.
- Review material specifications and requirements with the Technical and Quality Assurance (QA) Centres to ensure completeness and appropriateness of supply requests.
- Support Country programs, Program Division, and Regional Offices in the commodities strategies, forecasting, and procurement of center supplies through preparation or participation in workshops, field visits, and partnership meetings.
- In partnership with WHO and internal QA and Technical Centre, evaluate suppliers with respect to delivery performance, product acceptability, and commercial acceptability.
- Establish work plans and priorities, monitor achievements, and evaluate performance of support staff.
**Required Skills and Qualifications:**
- Advanced University degree in business administration, commerce, pharmaceuticals, law, or technical field required.
- Minimum eight years of progressively responsible professional experience, including at least three years in vaccine and pharmaceuticals.
- Experience in commercial activities with the public or private sector in developing and industrialized countries.
- Experience with worldwide procurement, contract negotiations, and administration, combined with broader economic knowledge.
