Our identity, vision and mission

EuroMed Rights is one of the biggest and most active networks of human rights organisations in the Euro-Mediterranean region. Our name refers to the vision stipulated in the Barcelona Declaration of an equal partnership between the regions and countries located around the Mediterranean Sea (e.g., North Africa, the Middle East, and Europe).

Operating under Danish law since our creation in 1997, we currently encompass 70 organisations from 30 countries. We have offices in Copenhagen (headquarters), Tunis, and Brussels. Today, we work primarily on promoting and protecting human rights and democracy in the Southern and Eastern Mediterranean regions and on influencing the policies of major European actors towards these areas.

Our vision is human rights and democracy for all in the Euro-Mediterranean region.

Our mission is to strengthen the collaboration between human rights organisations from the South, the East and the North of the Mediterranean, and to increase their influence at home and abroad. We achieve this mission mainly by facilitating the creation of joint strategies and action plans between members, and by conveying their shared analyses and views to decision-makers and to the public.

Our ambition of reducing our carbon footprint

Climate change constitutes a global emergency that already impacts the rights and freedoms of people all over the world. EuroMed Rights’ traditional operational setup including international air travel and hotel accommodation incurs a relatively heavy Co2 footprint and our procurement chains have not been selected based on green criteria. So, in the newly adopted strategy for the period 2022 – 2027, EuroMed Rights has set a goal of reducing its carbon footprint on a voluntary basis.

Our short-term purposes are to develop our capacities and awareness on carbon footprint; build up our credibility on climate change issues vis-à-vis donors, members, and other partner organisations; to build our capacity to conduct trainings and capacity-building for those of our members who would have a technical need for reducing their emissions; prepare our organisation to deal with increasing environmental risks/costs. The overall purpose of the present consultancy is to support EuroMed Rights in achieving its strategic goal of reducing its carbon footprint and of becoming a greener organisation.

From a broader perspective, we also see tackling climate change as a necessity to secure the future of civil society organisations and of human rights movements. So, in the medium term we also aim at empowering our member organisations in reducing carbon emissions to ensure their sustainability and their ability to pursue their fight for human rights. At last, we see this study as a starting point for the Network to embrace growing issues of human rights and climate justice as a new thematic EuroMed Rights could work on in the future.

About our organisation and activities

EuroMed Rights’ secretariat is composed of 45 staff members located in 3 offices (Copenhagen, Brussels and Tunis) and supports a network of 65 regular member organisations spread across 25 countries around the Mediterranean.

Our capacity building, advocacy and networking activities mainly consist in organising physical and online meetings in/with participants from the Euro-Mediterranean region and producing reports and statements that are disseminated in traditional and social media. Physical meetings are critical given the nature of the Network’s work as they allow members, partners and staff to build up trust and good working relationships.

Objectives and deliverables

The objectives of this carbon audit are to:

Identify the sources and activities responsible for most of our carbon emissions associated with EuroMed Rights’ activities. Assess emissions generated by EuroMed Rights’ activities in order to evaluate its impact on the greenhouse effect. Assess the dependence of the organisation’s activities on the consumption of fossil fuels, the main sources of emissions, and to understand its vulnerability in a context of rising energy prices, and ‘net zero emissions’ discussions and potential for the Network. Propose a short- and medium-term action plan to reduce these emissions and decrease the economic vulnerability of the organisation while ensuring the continuity of its activities and work methods incl. networking through physical meetings. Ideally, develop a simple and cost-efficient system for EuroMed Rights’ staff to reassess carbon emissions for most environmentally impactful activities year over year. Raise awareness among staff and key stakeholders to initiate a process for reducing greenhouse gas emissions and energy consumption. Identify the changes EuroMed Rights could undertake with the largest potential impact on our organisations footprint. Open ways on how to engage with our member base to prompt carbon emission reduction in member organisations and develop their capacities in this area.

To capture changes in EuroMed Rights’ activities since the pandemic Covid, we suggest assessing our emissions in 2019 and in 2022, but we expect to have a dialogue with the selected consultants on this approach.

The key deliverables of the study are:

A diagnostic report incl. an executive summary of maximum 5 pages A plan to reduce EuroMed Rights’ footprint that is compatible with achieving the Network’s strategic goals, incl. 3-5 recommendations for reducing the carbon footprint for each of the largest sources of emissions.

In addition, the following deliverables are expected:

Communication and raising awareness: An awareness raising meeting for staff and managers involved in the data collection in the beginning of the study.A communication document to share the audit key results and recommendations that would be reusable by EuroMed Rights’ staff for potential other presentations.A presentation meeting to all staff, managers and key stakeholdersRecommendations for engaging with our member organisation on carbon footprint issues and for empowering them in dealing with carbon emission reduction. Data and documents/tools: Meaningful KPIs to monitor EuroMed Rights’ carbon footprint year over year.A database of EuroMed Rights’ activities emission (computer file). Ideally, it will be associated to necessary training and/or a user guide for staff to update it on a regular basis. Other recommendations and policies: Recommendations on whether carbon offset would be appropriate for our organisation and if so, how.Suggestions for including carbon consideration in our procurement policy or in any other relevant organisational policies.A carbon footprint reduction policy of max. 2 pages to share internally and externally.

The consultant(s) will be welcome to provide any additional relevant outputs they deem meaningful as well as come up with alternative options that might be more meaningful for our organisation.

Attention will be paid to the format of the deliverables to make key outputs easy to read and communicate on (for example by using visual representations).

Methodology

Consultant(s) are expected to:

Adopt a right-sized approach that fits with our purposes, the level of our carbon impact and our resources. Determine a relevant perimeter for the audit and clearly describe what is inside and outside the audit. List sources of emissions in EuroMed Rights’ activities. Collect data to assess EuroMed Rights’ activities emissions with the support of EuroMed Rights’ staff. Evaluate how many workdays EuroMed Rights’ staff should dedicate to the audit, especially for data gathering, and plan the audit according to available human resources. Be transparent on how emissions are calculated and on the audit hypotheses. Give EuroMed Rights’ staff and key stakeholders the capacity of understanding and taking ownership of the suggested action plan. Make recommendations on the needed organisation setup, resources and tradeoffs to follow/implement the action plan and on how to promote/manage organisational/behavioural/cultural changes. Making recommendations that are compatible with EuroMed Rights’ purpose and strategic goals. For each action, evaluate the potential emission reduction (in CO2, in Euros) as well as the financial and human resources required to implement it. Run the audit in accordance with low emission principles. Travels to EuroMed Rights’ offices will be considered if needed but, online interactions will be prioritized whenever possible.

Then, beware that the study process will be monitored by a dedicated task force that includes EuroMed Rights’ finance director, Bjarke Kronborg as well as members from the Executive Committee.

Process and timeline

Within the below timeframe, the selected consultant(s) will propose and finalise the above-described deliverables.

EuroMed Rights will provide support to the consultant(s) in collecting data and in organising raising-awareness sessions with staff.

The consultant(s) will keep EuroMed Rights’ main contact persons regularly informed of the study process (at least every second/third week) and warn them if any difficulty/risk appears in the process.

The consultancy shall be conducted according to the following indicative timeframe:

Another audit might be organised ahead of EuroMed Rights’ General Assembly in 2027 to report back on the strategic goal of reducing the carbon footprint.

Practical

The consultant(s) is/are expected to work independently and to closely coordinate with EuroMed Rights’ financial director. Most of the tasks will be performed remotely.

Very good command in English is required. The study outcomes should be in English.

A brief description of why the consultant(s) consider(s) herself/himself/themselves as the most suitable for the assignment and a clear methodology on how they will approach and complete the assignment incl. a work schedule. Maximum five pages. A curriculum vitae, indicating education background/professional qualifications, experience, as well as the contact details (email and telephone number) of the candidate(s) and at least three (3) professional references. A budget with an all-inclusive fixed total contract price, supported by a breakdown of costs.

Shortlisted candidates will be interviewed on Tuesday 20 December . Samples of the shortlisted consultant(s) prior production will be requested. Consultant(s) may be asked to review their initial proposals after the interview to fine-tune the methodology and work schedule.

Payment modalities

EuroMed Rights will break down payments in two parts based on the amount agreed with the consultant:

50% to be paid after the signature of the agreement, 25% to be paid when the first deliverable draft is submitted, 25% to be paid after the final draft is approved.
