**General Background – UNOPS in Yemen**

The ongoing conflict in Yemen has led to significant disruptions in the supply chain and the overall availability of services. In response to the diminished or even absent provision of public services, communities have adopted various coping strategies, including utilizing alternative water and energy sources and relying on community-based service delivery initiatives to address the shortfall.

Physical damage to infrastructure and the lack of functionality in one sector often spill over into other sectors, significantly impacting both access to and quality of services, which are frequently interrelated.

**Yemen Emergency Lifeline Connectivity Project (YELCP)**

The primary goal of this initiative is to provide climate-resilient road access and employment opportunities to the food-insecure rural population of Yemen. This project is funded by the World Bank and executed through the United Nations Office for Project Services (UNOPS). The project activities are expected to conclude by the end of November 2024.

The project comprises four components:

**Component 1:** Improvement and Maintenance of Rural and Village Access Roads; Sub-Component Rehabilitation of Lifeline Rural Access Roads; Sub-Component Employment-Intensive Road Maintenance.

**Component 2:** Strengthening Management Capacity of Transport Sector Public Institutions.

**Component 3:** Project implementation and monitoring support, studies, and preparatory activities for future projects.

Under Component 1, as part of climate change initiatives, UNOPS is expected to implement slope stabilization using bio-engineering techniques over an area of 100,000 square meters in regions where roads are rehabilitated under the project. The **Senior Engineer for Environmental Solutions** who will be recruited through this process will assist the team in Yemen in identifying potential areas for slope stabilization using bio-engineering techniques, designing such works, and submitting design documentation for implementation.

Under the direct supervision of the YELCP Project Manager, the Senior Engineer for Environmental Solutions shall provide professional and technical services by identifying and proposing suitable areas (approximately 100,000 square meters) for slope stabilization using bio-engineering techniques, carrying out designs for such works in the identified areas, preparing detailed design documentation, and submitting drafts for UNOPS review. The construction contracts will be implemented and managed by UNOPS starting from 2024.

**Specific Responsibilities and Duties Include, but are not Limited to:**

1. **Identify Areas for Slope Stabilization Using Bio-Engineering Techniques:**

Collaborate with project stakeholders such as the Rural Access Program (RAP), Road Management Fund (RMF), and Ministry of Public Works and Highways to gather general and project-specific information related to slope stabilization using bio-engineering techniques. Review past reports and other relevant information on the subject area. Analyze designs for road rehabilitation projects being implemented under the project component, along with topographical maps and other data to identify potential areas for slope stabilization using bio-engineering techniques. Prepare and submit a detailed report describing the identified areas for this work for UNOPS and RAP review and comments.

2. **Design of Slope Stabilization Using Bio-Engineering Techniques:**

Research bioengineering techniques suitable for the Yemen context and assess the appropriateness of such methods for slope stabilization under the project. Identify options for utilizing bioengineering techniques for slope stabilization and select the best methods through analytical techniques. For each identified area, develop draft concept designs and a report for UNOPS review. Incorporate feedback from UNOPS and other stakeholders, revise the draft concept report, and resubmit. Once UNOPS accepts the concept design report, prepare detailed design drawings and documentation for review, ensuring they include sufficient details for incorporation into construction contracts. Submit final design documentation to UNOPS after incorporating comments from UNOPS and other stakeholders.

3. **Prepare and Submit a Final Report:**

Compile and submit a final design report for UNOPS approval, including documents reviewed, stakeholders contacted, findings from the desk review, detailed methodology, assumptions made, results of the search for locally available bioengineering techniques, and recommendations for construction and maintenance. After submitting the draft final design report, incorporate comments from UNOPS and other stakeholders as appropriate, revise the report, and submit the final version.

4. **Assist the Team During Implementation:**

During the implementation of previously designed nature-based solutions, the consultant shall remain available to monitor progress and advise on necessary changes or additional measures. Revise reports on the implementation of the aforementioned measures, ensuring accurate language is reflected. Provide guidance on any additional activities focusing on nature-based solutions.

**Academic Qualifications:**

An advanced degree from a recognized university, preferably in civil engineering or environmental engineering. Degrees from other disciplines may be accepted if relevant to the assignment. A Bachelor's Degree with an additional three years of relevant work experience may be accepted, provided that the degree and work experience are pertinent to the assignment.

**Experience:**

A minimum of seven (7) years of experience in bioengineering is essential. A background in road engineering or slope stabilization is desired.

**Language Skills:**

Fluency in English is required.
