Senior Administrative Specialist

Administrative Support:
- Provide specialized administrative support and advice to staff at all levels regarding resource mobilization processes and tools.
- Act as the key administrator for the use and oversight of the Contributor Engagement Management (CEM) system.
Programme Management:
- Support the RMB team members in day-to-day programme management, financial and operational/administrative functions, and communications with WHO/Europe technical programmes.
- Act as superuser of CEM within the Regional Office (RO) and vis- - - vis WHO headquarters.
Resource Mobilization:
- Ideate and provide both ad hoc and structured briefing and expert guidance to staff at all levels on resource mobilization practices and procedures, including the use of the WHO CEM system at all clearance stages.
- Organize and provide regular in-house training to WHO staff within the RO and country offices on the use of CEM, including to people with approvers' role (directors and WHO Representatives).
Documentation and Communication:
- Guide staff in the use of correct standard proposal and agreement templates.
- Ideate and develop documentation and briefing materials as may be needed.
- Maintain the necessary information repositories and ideate monitoring tools to ensure efficient workflow.
Support to RMB Team:
- Conduct first-level review and triage of incoming funding proposals and agreements, liaising with the technical units and WCHOs as needed, and facilitate the preparation of proposals and supporting documentation as may be needed.
- Provide support and advice to RO units and country offices in the creation of funding opportunities in the CEM system and ensuring that the right units are included in clearance chains (certifying officer for all proposals and agreements).
Communication and Correspondence:
- Liaise with relevant units in WHO headquarters (CRM and PRP) on resource mobilization-related questions, including on CEM.
- Prepare draft routine correspondence and standard letters of donation, analyze incoming correspondence and requests, researching, obtaining, and attaching background information where required, or redirecting them as appropriate, drawing the attention of the staff concerned to urgent items and deadlines.
Administrative and Logistical Support:
- Revises unit correspondence, reports, and documents for proper form and content.
- Provide basic work-plan management of the RMB activity work-plan and act as focal point for leave administration for the administrative arrangements for country and inter-country activities, including the preparation of various committal documents related to procurement of goods and services, arrangements of study tours, and duty travel in accordance with the approved work plans.
Other Duties:
- Provides administrative and logistical assistance to the RMB team in the context of the organization of both internal and external meetings (working groups, seminars/courses, workshops, and symposia), makes administrative preparations, including logistics.
- Takes notes during meetings.
Requirements:
- Completion of secondary school or equivalent.
- Relevant higher education courses in the area of office administration/management or similar.
- At least 8 years of progressively responsible experience in the administrative/office support field, including several years' experience in an international environment or institution.
- Experience with WHO resource mobilization procedures and systems/tools.
- Relevant experience in WHO or in the UN.

- Demonstrated strong interpersonal skills and ability to function well in a multicultural ability to adapt to and take efficient action amongst competing priorities.
- Demonstrated ability to work in a fast-paced environment while retaining high attention to detail.
- Documented skills in organization of documentation and records.
