About the Role
The World Health Organization (WHO) is seeking a skilled professional to fill the position of Health Emergency Capacity Building Specialist. This role will be instrumental in supporting Member States with implementing the voluntary components of the International Health Regulations (IHR) Monitoring and Evaluation Framework.

Key Responsibilities
- Collaborate with key partners, including the European Commission and the European Centre for Disease Prevention and Control (ECDC), to pilot and roll-out the joint approach of the WHO Joint External Evaluation and EU Article 8 assessments (PHEPA).
- Support Member States with developing National Action Plans for Health Security (NAPHS), prioritizing key activities, planning modalities, and ensuring multi-sectoral linkages with the health system at the country level.
- Provide regular in-person or remote support throughout the development process, ensuring accountability and easy follow-up of priority activities.
- Engage with internal and external stakeholders to promote NAPHS as a practical tool for channeling work and support to Member States.
- Oversee and coordinate Pandemic Fund proposals, providing technical support in multi-country applications. The ideal candidate will have extensive experience working on IHR core capacity building, implementing IHRMEF tools, and developing NAPHS.

Requirements
- Master's degree in public health, international relations, political sciences, or a related field.
- At least seven years of relevant experience, including implementing IHRMEF tools, developing NAPHS, and collaborating with international partners.
- Excellent academic written and oral communication skills, ability to engage effectively with diverse audiences, and proficiency in English. A salary range of $77,326-$117,481 per year reflects the importance of this role in supporting global health security.
