Strategic Public Health Emergency Operations Manager

The World Health Organization is seeking a highly skilled and experienced Strategic Public Health Emergency Operations Manager to join our team. This is an exciting opportunity to work on the frontlines of global public health, leading response efforts to emergencies and pandemics.
About the Role
We are looking for a seasoned professional with expertise in emergency management, public health, and operations. The successful candidate will be responsible for managing the operation of the EURO SHOC, including developing and implementing operational procedures and structures for responding to health emergencies. They will also build and maintain capabilities, provide technical advice, and liaise with incident management teams, WHO regions, headquarters, and Member States EOC structures.
Key Responsibilities
- Develop and implement operational procedures and structures for managing WHO/EURO response to emergencies.
- Build and maintain EURO SHOC capabilities, including managing assigned staff, building EOC systems, and implementing new staff support tools.
- Provide technical advice, build partnerships, and liaise with incident management teams, WHO regions, headquarters, and Member States EOC structures.
- Oversee training and orientation for EURO SHOC and IMST personnel to ensure their effectiveness during emergencies.
- Contribute to the development of a network of public health emergency operations centers in countries, establishing and operating their EOCs, and creating innovative scenarios and procedures detailing roles and responsibilities.
- Play a key role in simulation exercises, training, and validating management of emergencies, promoting information-sharing within WHO HQ, Regional and Country Offices, and national institutions.
- Coordinate support to Member States on assessing and enhancing Emergency Response Information Management Systems (ERIMS) for Public Health emergency Management (PHEM), leading assessment missions, providing technical expertise, and facilitating capacity strengthening workshops.
- Participate in operational support responses to emergencies and event management, serving as a resource for the Regional Emergency Coordinator and Incident Management Support Team when required.
Requirements
- Advanced university degree (master's level or above) in emergency management, public or business administration, health, information management, computer sciences, or related field from an accredited/recognized institute.
- At least seven years of relevant experience, combined at the national and international levels, in supporting emergency operations involving applying public health emergency planning and management systems.
- Familiarity with WHO ERF and IMS functions, including the role of the EOC/SHOC.
- Prior emergency experience with WHO, health cluster partners, recognized humanitarian organizations, other UN agencies, or international nongovernmental organizations.
- Demonstrated knowledge and experience in operational support responses to epidemics and other public health emergencies and events management.
- Sound analytical, planning, and organizational skills.
- Ability to work under pressure, obtaining results while adhering to tight deadlines.
- Excellent interpersonal skills, tact, diplomacy, and courtesy when working in multicultural and multidisciplinary environments.
Benefits
The World Health Organization offers a competitive salary package, with an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance). Other benefits include variable post adjustments, allowances for dependent family members, home leave, education grants for dependent children, and comprehensive health insurance.
